the answer of this question is
step 1) look each octal digit to obtain the equivalent group of four binary digit .
(F) 16= (1111 )2
(1) 16 =(0001)2
(4) 16 =(0100)2

step 2) group each value of step one
111100010100

step 3) join these values and remove zero at left ( if necessary) to get the binary results.
111100010100

so, 111100010100 is the binary equivalent of hexadecimal number f 14
