SOLUTION

 =  > 4 {a}^{2}  - 4 {b}^{2}  + 4a +  1 \\  =  > (2 {a})^{2}  + (1) {}^{2}  +2 \times 2a - (2b) {}^{2}  \\  =  > (2a  + 1) {}^{2}  - (2b) {}^{2}  \\  =  > (2a + 1 - 2b)(2a + 1 + 2b)
