4 {x}^{2}  - 16 {y}^{2}  + 8y - 1  \\  = 4 {x }^{2}  - 1 - 16 {y}^{2}  + 8y \\  = (2y) {}^{2}  - 1 {}^{2}  - 8y(2y - 1) \\  =( 2y + 1)(2y - 1) - 8y(2y - 1) \\  = (2y - 1)(2y + 1 - 8y) \\  = (2y - 1)(1 - 6y)

Answer: (2y-1)(1-6y)
