(9x^2-1)-(1+3x)^2

=9x^2-1-(1+6x+9x^2)

=9x^2-1-1-6x-9x^2

=-1-1-6x

=-2-6x

=-2(1+3x)

Thus -2 is a common factor of (9x^2'1)-(1+3x)^2
