SOLUTION:

 =  >  {14x}^{2}   + 3x + 2

 =  >  {14x}^{2}  + 7x - 4x + 2

 =  > 7x(2x + 1) - 2(2x + 1)

 =  > (7x - 2)(2x + 1)
