Given Quadratic Expression is :

 {4y}^{2}  - 4y + 1

 = ( {2y})^{2}  - 2 \times 2y \times 1 +  {1}^{2}

 = (  2y -  {1})^{2}

[ By algebraic identity

 {a}^{2}  - 2ab  +  {b}^{2}  = (a -  {b})^{2}

 = (2y - 1)(2y - 1)
