8 {x}^{2}  - 98 {y}^{2}

 = 2(4 {x}^{2}  - 49 {y}^{2} )

=2( {(2x)}^{2}  -  {(7y)}^{2} )

=2(2x + 7y)(2x - 7y)

2(2x+7y)(2x-7y) is the answer❣️
