Factors in Operating System Design:
There are few System goals and User goal which needs to be achieved through the design of Operating System.
Stability and robustness is the most important feature of the Operating System Design, a good memory management, manage memory leaks, sharing memory which avoids consumption of lot of memory, it is always better to go for Free OS or Open Source OS but alternatively we need to think about the support also, Operating system has to get updated frequently so that it uses the latest technology, etc.
