Because the moon has virtually no atmosphere. A parachute requires a substantial amount of atmospheric gas in order to work. If you popped a parachute while landing on the moon, there would be nothing to inflate it and it would do nothing at all to slow you down. Also, parachute landings are fairly hard landings and the Lunar Module actually touched down at a pretty slow rate of decent.
Parachutes only work in a nice thick atmosphere, like we have on Earth. No air on the Moon, no parachutes.
