In case of the moon:

One cannot land safely, because due to the absence of the atmosphere (air resistance). Hence, the parachute will fall freely on the moon. There is a high chance of getting hurt.

Hope it helps~

Answer:

Because the moon has virtually no atmosphere. A parachute requires a substantial amount of atmospheric gas in order to work. If you popped a parachute while landing on the moon, there would be nothing to inflate it and it would do nothing at all to slow you down.
