Leguminous plants fix the atmospheric nitrogen with the help of the rhizobium bacteria present in the root nodules of these plants.The nitrogen fixed gets into the soil and make it fertile.Leguminous plants utilise some of the nitrogen compound,leaving behind the rest to enrich the soil.So farmers do not add nitrogenous fertilizers to soil in which leguminous plants are grown

because pulses are leguminious plants. they have  a bacteria on their root nodules which convert atmospheric nitrogen into nitrogenous compounds which was later absorbed by plant . they gain enough nitrogen for that so the farmers didnt need to apply nitrogenous fertilizer seperately.
