YES i think its true that the poem road not taken symbolise the free decision.
as, in this poem the poet is giving a message that the choice on every step of life is your own .
It depends on you how you make up your mind.
Noone is there to force us for choosing a road weather it only depends on us that how much adaptable we are to choose tje correct one.
