More electrons means a larger atom because electrons repel each other and adding more of them will cause the electrons to repel each other more, spacing them out and increasing the atom size.
Here, both of these ions have the same number of protons, but they have different numbers of electrons.
Since Fe2+ has one more electrons than Fe3+, it is the larger ion.

This is because the outermost electron in the Fe2+ ion is pulled off to form Fe3+ ion. As the electrons are removed, it reduces the repulsion increasing nuclear charge experienced by each of the other d electrons and decreases the size of the ion.
