Federalism-
⇒ Federalism is basically a pact between a national government and its states

⊕ Its referring to a government that has various layers where you could have the national government the the states, then like in The United States it goes even farther to local governments, then to city, then county.

⇵ This is one view of federalism. But in the united states over time this has changed. So even though though it may have started out this way, today its is even more mixed and over lapping. With the different layers to our federal government, some have exclusive powers while sometimes there are concurrent powers.
