Fern is a vascular plant. Yet it is not considered a phanerogams.

Explanation:

1) Phenerogam is the phylum of seeded and flowering plants .

But in case of fern it not seeded and flowering bearing plant

2) Phenerogams are the plant with well developed distinct root , stem and leaf.

But the fern which is considered as pteridophyte it is the beginners of development of distinct root stem and leaf.But these parts i.e roots ,stem & leaf are well developed.

Therefore fern is vascular but it is nao yet considered as Phenerogams.
