The electron in reduced ferredoxin can be transferred to the cytochrome bf complex rather than to $NADP^+$ ... Cyclic photophosphorylation takes place when NADP+ is unavailable to accept electrons from reduced ferredoxin, because of a very high ratio of NADPH to $NADP^+$
