Perhaps the figure of speech is personification.
The world is like a human being or a living being. The peace is like the blood. Like blood is essential for life of a living being, peace is required for well being of the world. Like blood pervades the living being's body, peace pervades the entire world.
So if some violence erupts at a place by some attacks, the peace over that region is disturbed. It could result in wounds and deaths of some people and animals. The seriousness of it is expressed as bleeding of the peace.
