Filipinos in other countries are some of the most law abiding immigrants. They observe traffic rules and avoid littering, among other things. However, when visiting the Philippines, SOME of them revert to their old ways of doing things (there is no consistency). They throw candy wrappers on the streets and violate traffic rules. Why is this so? Fidelity to observance of rules means to observe them even in the absence of those who implement them and even when others are not doing the same. Should one follow the rules only because of fear of being caught and punished? Why or why not?
