Determiners are important in English subject and such determiners introduces noun. It is always placed before noun but not after. It also comes before adjective which describes noun of a given sentence. In the first given sentence determiner ‘’to’’ is placed before adjective. It is mostly placed before singular noun but sometimes it is placed before plural noun whether it is a subject or predicate.
