Prime Minister in India has the final authority to make law.

Explanation :

As Prime Minister is the head of Lok Sabha and Union Cabinet , he/she proposes a law. When the Law gets passed by both the houses of Parliament, it goes to the President for his approval. Then President can ask the houses to check to the Law again only once. And if the Law gets its approval again by the Prime Minister and his committee, the President within 14 days has to agree on the Law.
