a democratic government is an accountable, acceptable and responsive form of government in which leaders are chosen by the choice of common people by the process of elections

elected rulers cannot do whatever they want in the government because its powers are controlled by the other bodies of government which are at the same level.

example:powers of legislature are controlled by executive ,powers of executive is controlled by judiciary and judges of judiciary are selected by executive
