Since two roots are given the polynomial must be a

Quadratic Polynomial.

General form of a quadratic equation,

= x² - (sum of roots )x + (product of roots )

= x² - ( 2+13 )x + (13×2)

= x² - 15x + 26

The required polynomial is X² - 15X + 26
