First we should convert these fractions into like fractions.
So LCM of 3 and 2 is 6
 \frac{ - 1}{3}  =  \frac{ - 1 \times 2}{3 \times 2}  =  \frac{ - 2}{6}
 \frac{1}{2}  =  \frac{1 \times 3}{2 \times 3}  =  \frac{3}{6}
So rational number between
 \frac{ - 2}{6} \:  and \:  \frac{3}{6}  \: is  \frac{1}{2}
(It can be any rational numbers between the two numbers)
