literally it means the following equation.....

if the discount is given on "x", then

D1= x- 25% of x

D2= D1- 8% of D1

then the final discount becomes D....

D = (x-25% * x) - (x-25% * x)*8%

Taking (x-25% * x) common, we get

D= (x-25% * x) × (1-8%)

= (x-25% * x) × (1-(8/100))

= (x-25% * x) × (100-8)/100

= (x-25% * x) × (92/100)

Taking x as common, we get

= x (1-25%) (92/100)

= x (1-(25/100)) (92/100)

=x {(100-25)/100} (92/100)

= x (75/100)*(92/100)

On solving the numerical part we get,

= x (69/100)

which means

=x * 69%
net answer is 69% of original value.
hence the discount will be (1-69%)....=31%.

hence, single discount equivalent to 2 successive discounts will be 31%.

in short u can apply directly the formula,
