The man traverses 15 km/hour so in one hour the man travels 15 km or say in 60 minutes he travels 15km so in one minute he travels 1/4 km so he travels 12 km in 48 minutes. If you want to say any time lag happens. Then its not true because 15km/hour is not even close to the speed of light. So if any time lag happens its negligible might be a few nano seconds. So we should not take this into account.
