Let R = 1 Ω , R' = 1 Ω , R" = 1 Ω and R''' = 1 Ω

So firstly , R and R' are in series ___

✨ so Effective resistance = 2 Ω

Similarly , R" and R"' are in series ....

So their effective resistance = 2 Ω

Now both effective resistance are in parallel , thus

\tt{\frac{1}{Req} } = \frac{1}{2} + \frac{1}{2}

Thus \frac{1}{Req} = \frac{1}{1}

Thus , \tt{\boxed{Req =  1 Ω}}
