3x + ky - 5 = 0

As per the given condition, to make these set of equation inconsistant,
i.e, no solution a1/b1 = a2/b2 ≠ c1 / c2
By comparing both equations,
a1 = 1, b1 = - 4, c1 = - 6
a2 = 3, b2 = k, c2 = - 5
therefore, a1/b1 = a2/b2
1/- 4 = 3/k (by cross multiplication)
k = -12.
