Formula for finding molarity = Number of moles/Volume of solution in litres
= Given mass/ Molar mass * 1000/Volume of solution in ml

= 10/4

1moles of NaOH =(23+16+1) = 40g
40g NaOH in 1000ml of water = 1M soln
10g NaOH in 1000ml of water = 1/4 M soln
10g NaOH in 100ml of water = (1/4)*10 M soln = 2.5M
Therefore, the molarity of 10%(w/v) NaOH soln is 2.5
