free floating plants flow on sea air lakes freely they can go anywhere due to the force of sea water . But fully submerged plants are not ferr to flow they are attached with the soil. Also fully submerged plants can't stay in land as they are aquatic plants whereas free floating plants if stay inside water then they will die.
