Because the smoke of the fire always rises up because it is a very light gas and smoke of fire is very dangerous if we inhale it. So if we lay down while escaping a fire we can see the exit and there is less chanses of getting faint while escaping.

bcz fire will go from downside to upside in a building or house so by stay close to ground we can escape or leave that house but if we go upside then we can,t go downside and death is fixed
