x=4

2 {x}^{3}  +  {px}^{2}  + 27x - 28 = 0

now put 4 in place of x

2 \times   {4}^{3}  + p {4}^{2}  + 27 \times 4 - 28 = 0

2 \times 64 + p \times 16 + 108 - 28 = 0

128 + 16p + 80 = 0

200 + 16p = 0

16p =  - 200

p = -  200 \div 16

p  =  - 12.5
