Hey there!

We know that, For a given sum of roots, and product of roots. The quadratic polynomial is
x² - ( Sum of roots) x + Product of roots.

Given,Sum of roots = 1/4
Product of roots = -4

Quadratic polynomial = x² - (1/4)x - 4 = 4x² - x -16
