put \: x =  \frac{2}{3}  \\ remainder = 9 {( \frac{2}{3} )}^{3} - 3 {( \frac{2}{3}) }^{2}   +  \frac{2}{3}  - 5 \\  =  \frac{9 \times 8}{27}  -  \frac{3 \times 4}{9}  +  \frac{2}{3}  - 5 \\  =  \frac{8}{3}  -  \frac{4}{3}  +  \frac{2}{3}  - 5 \\  =  \frac{8 - 4 + 2 - 15}{3}  \\  =  \frac{ - 9}{3}  \\  =  - 3
