3/1     and     4/1

multiply both the numbers with 10..

so we get.,

30/10 and 40/10..

so the rational numbers between 3 and 4 are 31/10, 32/10, 33/10, 34/10, 35/10, 36/10, 37/10, 38/10 and 39/10....

we know that there are infinite rational numbers between any 2 numbers..so any of these (31/10, 32/10, 33/10, 34/10, 35/10, 36/10, 37/10, 38/10 and 39/10....) can be the answer..
