I think the question should've been How can you possibly arrange ‘only 4 nines to get 100’ with any mathematical operation, rather than 4 nines to get 100.

In the latter case, there can be infinitely many possible ways of arranging 4 nines to get 100, by using other digits too.

e.g. 9^2 + 9*2 +9/9 = 100

But

In the former case, the only possibilities that we can have are ->

99+ 9/9
