-\frac{3}{x}=-\frac{9}{13}\\ \\-9x=-39\\\\x=39/9

Proof:

\frac{-3}{\frac{39}{3} } \\\\=\frac{-3*9}{39} \\\\ =\frac{-9}{13}

Hence, 39/3 must be divided by -3 to yield (-9/13).
