Solution 1.)

Original speed = 80 km/h

New Speed = 130 km/h

Increase in speed = 130 - 80 = 50 km/h

% of Increase = 50*100/80

= 5*100/8

= 5*25/2

= 125/2

= 62.5 %

Solution 2.)

Original speed = 80 km/h

New Speed = 65 km/h

Decrease in speed = 80 - 65 = 15 km/h

% of Decrease = 15*100/80

= 1500/80

= 150/8

= 18.75 %

Given that the speed of the train = 80km/hr.

(1) Its speed is increased to 130km/hr.

Difference in speed = 130 - 80

                                  = 50.

Percentage of increase in speed = 50/80 * 100

                                                        = 62.5%.

(2) Its speed decreases to 65km/hr.

Difference in speed = 80 - 65

                                  = 15.

Percentage of decrease in speed = 15/80 * 100

                                                         = 18.75%.

Hope this helps!
