The answer is wrong as you have subtracted 3.5 be that from the circumference of the outer circle you should have calculated the area of the outer circle and then subtracts is the circumference the circumference of
Sorry i mean u should have subracted the area of inner circle from area of outer circle where radius of outer circle is 31.5m(28+3.5)
