if we compare the equation of circle which radius is r and centre (a,b)

x²+y²-2ax-2ay+c

where c=constant

where c=a²+b²

comparing find
centere(+½,-1)

radius=√(a²+b²-c)

=√[¼+1-(-3)]

=√[17/4]

=√17/2
