perpendicular bisector of (-3,-7) and (1,-7) is x=-1
perpendicular bisector of (-3,-7) and (-3,3) is y=1/2

so the both intersects at (-1, 1/2)

hence 2.(-1, 1/2)

Hope it will be helpful :)
