radius=9.8cm

circumference of circle=
2\pi \times r
=2×22/7×9.8=61.6cm

Given,
Diameter, d = 19.6 cm

So, radius, r = 19.6/2 = 9.8 cm

Hence, the Circumference of the circle will be

=2\pi \: r

= 2 × 22 /7 × 9.8

= 2 × 22 × 1.4

= 61.6 cm
