If diameter = 4.5

Then radius

= 4.5 ÷ 2

= 2.25

Circumference of circle

 = 2\pi \: r \\  = 2 \times  \frac{22}{7}  \times 2.25 \\  =  \frac{44}{7}  \times 2.25 \\  =  \frac{99}{7}  \\  = 14.14

14.14 is the required answer.
