B(3,-5)
P(x,y)
PA:PB=2:3
3PA=2PB
squaring on both sides
9(PA)^2=4(PB)^2
9[(x+2)^2+(y-5)^2]=4[(x-3)^2+(y+5)^2]
9[x^2+4+4x+y^2+25-10y]=4[x^2+9-6x+y^2+25+10y]
9x^2+36+36x+9y^2+225-90y=4x^2+36-24x+4y^2+100+40y
5x^2+5y^2+261+36x-90y=136-24x+40y
5x^2+5y^2+60x-130y+135=0
