first:

take perimeter,

2( l + b ) = 28

l + b = 14

b = 14 - l

second :

take area,

l × b = 10

( 14 - l ) ( l ) = 10

14l - l ^ 2 = 10

l ^ 2 + 14 l - 10 =0

factorise to get dimensions
