A lot of things are taken into consideration when the distance between two cities are measured.
What we see on the milestones are generally the distance measured between the Head Post Office of the two places.
On the railway ricket, the distance is the one measured between the railway station of the respective places.
The methods are varied according to the places too.
US system use the Courthouse as the reference point while the Australians use the GPO.
In India, Panchayat offices are also used in Villages.
