formula of distance :

√(x2-x1)^2+(y2-y1)^2

(-2,3)=X1,y1

(3,15)=X2,y2

substitute

=√(3-(-2))^2+(15-3)^2

=√(5)^2+(12)^2

=√25+144

=√169

=13

Therefore the distance is 13.
