Radius = squrt {(4-1)^2+(5-3)^2}/2
Radius = squrt (13) /2
Equation
(X-5/2)^2 + (Y-4)^2 = {squrt (13)/2}^2
(X-5/2)^2 + (y-4)^2 = 13/4
