Solution:

Equation of circles with centre (h, k) and radius r

is (x - h)² + ( y - k)²  = r²

h = 1

k = 7

r  = 5/2

=> (x - 1)²  + ( y - 7)²  = (5/2)²

=>  (x - 1)²  + ( y - 7)²  = 25/4

=> 4( (x - 1)²  + ( y - 7)²) = 25

4(x - 1)²  + 4( y - 7)² = 25
