Since the intercepts are in the ratio 2:3 they can be taken as 4a and 3a
Intercept form will become
X/2a+Y/3a=1
This makes though (3,-2)
•3/2a+-2/3a=1
Multiply throughout by 6a
9-4=6a. :. a=1/6
2a=2/6=1/3 :. 3a=3/6=1/2
Substituting is 1
X/1/3+Y/1/2=1
2x+3y=1 or
2x+3y-1=0
