the line which has positive Y intercept 4 units is parallel to line 2x - 3y = 7.
it means that,
2x - 3 Y = 7 will also verify the equation made by the second line.

putting the value of Y equal to 4 units in equation 2 X - 3y = 7.
2 x - 12 = 7.
2x = 19.
X = 9.5

so X intercept for this equation which have positive intercept of Y equal 4 units is 9.5.

Let the needed line be y=mx+c
Given c=4
Since the line is parallell to y=2x/3 -7/3 The must have Same slope
i.e m=2/3
y=2x/3 +4
2x-3y+12=0 This is the required line.
